What am I supposed to do when I’m required to stop for a scale, but the lane is backed up to the shoulder? It’s not safe to stop, and it’s illegal to go bypass the scale.

You're pretty well beat either way. I guess the ticket for bypassing the scales would be easier to take than perhaps killing someone, but even that seems ridiculous under the circumstances. The answer you'd likely get form a lawyer would be something like, "well, you should have waited on the shoulder until it was safe to pull out and drive around the low bridge, then merge back into the scale lane. Not entirely practical, but now a days, you have to look out for everyone else as well as yourself, and God help you if you don't. Remember the woman who spilled a cup of coffee in her lap and then sued the restaurant? There's no point in getting out of bed some mornings.
